A territorial authority (city or district council) must prepare a district plan for its district. The purpose of these plans is to assist territorial authorities in carrying out their functions under the RMA. District plans must give effect to national policy statements and regional policy statements and must not be inconsistent with applicable water conservation orders (section 75(3)). District plans must also not be inconsistent with regional plans in regard to matters of regional significance and matters for which the regional council has primary responsibility. When preparing or changing a district plan, a territorial authority must also take into account relevant planning documents recognised by iwi authorities and lodged with council (section 74(2A)).
